 Preliminary Abstract
The aim of this paper is to present diferentia-specifica of three cases from the Bulgarian local policies that bring arguments concerning the potential to achieve positive results despite social difficulties.

Besides the regular understanding of good governance this presentation will focus particularly on the responsibility of the leader. The spontaneous reaction towards any element of any crisis is that it is an obstacle. However, instead of focusing on certain deficits as basis for stagnation the leadership approach, expressed in the best practices of few mayors, succeeded to consolidate support and to achieve sufficient positive development of their communities.

In the focus of the presentation are three completely different problems and circumstances, which were dealt by the local authorities in way that brought them to positive sustainable results.

The paper will bring into consideration the following aspects of the presented cases:

(1) Successful public policy in the integration of a minority: The positive experience of the example of a village with “majority of the Roma minority” proves that the specific approach of the local leader (mayor) can deal successfully with integration based on the education, values and culture.

(2) Successful public policy in the improvement of social ambiance and employment: This case presents the renaissance of a hopeless village, which was transformed into one of the most successful places in terms of improvement of infrastructure, environment, investments and hope for the better future. The driving force in this process was the mayor, recognized by his fellow citizens as “the leader” of the village.

(3) Successful public policy which achieves profound improvement of all indicators of economic, demographic and social life as a whole based on the new image of the town: This case presents the complete metamorphosis of a town towards its new identity. Its inherited image has been changed to the extent that it was turned into national brand for tourism.

The paper comes with a conclusion about the invariant in these three cases that is proven to be transferable and applicable to different social situations. More specifically, the paper explores the technology of the implemented public policy from the initial moment that declared the aim, through mobilization of support; through further shift of the local population from mechanical conglomerate of individuals into team type of followers of highly motivated leader.
