Dear Readers,
We are sending you a new issue of the NISPAcee Newsletter and, for the second time, this is in electronic format. NISPAcee has been publishing the quarterly Newsletter for 16 years and it has always been distributed to our members in hard copy form. During the latest developments in our organisation we have recognised the need to find new, more effective and innovative ways of communicating, not only with our members, but also with other partners and individuals. This new electronic version will allow us to reach a wider community of interested recipients and also promote the opportunities our organisation offers to a wider range of academicians and professionals. Another important reason for taking this decision is so that we can improve our green policy within the organisation.
We hope that you enjoy and welcome this new way of communicating and, of course, we would appreciate receiving any feedback on the second pilot issue of the e- Newsletter. This will help us to incorporate any suggestions you may have regarding its further improvement.
This issue will provide you with an extensive report of various activities implemented during the May NISPAcee Annual Conference. It was a great event very highly evaluated by the participants from the content as well as organizational point of view. I would like to express our gratitude to our local partner The National School of Public Administration, Warsaw, Poland, mainly to the Director Mr. Jacek Czaputowicz for all the commitments and an excellent support which has contributed substantively to the success of the conference.

| Conference Overview |
We live in an interconnected world where social, political, economic and ecological changes are not restricted by national borders. In response to these global forces, Public Service reforms are also interconnected. While there are strong com-petitive forces between nations, there are also important reasons for collaboration, coordination and sharing. Our inter-connected world has a significant impact, both positive and negative, on the discipline and practice of public administration at the local, national, regional and international levels. This conference will examine various aspects of this interconnectedness and the management, leadership and reforms necessary to navigate continuous change.
Over three days, the conference will explore:
the realities of the interconnected economy
development and the public service
the impact of climate change and pandemics
the evolving relationship between citizens and gov.
emerging innovations in public service reform
developing leadership for an interdependent PS
excellence in human resource performance mgt.
The conference will also feature presentations from CAPAM`s 2010 International Innovations Awards Finalists. These presentations will feature innovative approaches to governance and service delivery.

Property Tax in Economies in Transition: Case Studies

This volume presents ten country case studies, focused on property taxation from several points of view; first, the role of property tax in the national tax system and as a source of local government revenue is evaluated; second, the property tax incidence is discussed; third, the property tax procedure is described, and finally in some of the chapters, a case study of selected municipalities is presented. This standardised approach allows for a comparison of the situation in the individual countries.

Municipal Asset Management in CEE Countries: Selected Case Studies

This publication is the outcome of the work of NISPAcees Working Group on Public Sector Finance and Accounting realised in 2008 and 2009. This Working Group focuses on quality comparative empirical research on financial and accounting practices in the public sector in central and eastern European countries. There are nine case studies from eight countries. The book should bring a richer understanding of such a complex issue as municipal asset management and that the combination of various data collection techniques, including interviews, observation or documentary analysis, and subsequent triangulation of collected data would ensure sufficient rigour of the findings and conclusions. At the same time, elaboration of a case study is feasible, even with limited resources, and it is flexible and appropriate for scholars from different backgrounds. Simultaneously, this approach allowed for the elaboration of more papers from the same country.

The articles included in this book provide ample evidence of the transformations of the State, especially in the countries of Central and Eastern Europe and, more especially, within public administration. Administrative reform has been a persistent theme in the practice of public administration and the articles in this volume demonstrate the importance of these changes within CEE countries, as well as more generally. These chapters also point to the importance of delivering public programmes efficiently and effectively. Several chapters discuss service delivery across a range of policy areas, and especially the need to coordinate and integrate those services to make them more beneficial to the population. The chapters concerned with health care demonstrate the importance of economic resources, as well as the more general problems of delivering public health services. The various chapters on accountability in this volume demonstrate the possibilities, and the difficulties, of creating accountable administration and responsible States.

Public Administration in Times of Crisis
12 14, May 2010, Warsaw, Poland
The 18th NISPAcee Annual Conference, organised in co-operation with the National School of Public Administration, Warsaw, Poland, was attended by more than 350 participants from 37 countries from all over the world. This included 24 CEE countries covered by NISPAcee institutional membership.
NISPAcee would like to thank the local organisers, the National School of Public Administration, represented by its Director, Jacek Czaputowicz, and other colleagues, for the excellent organisation of the conference, financial support and the preparation of the social events, which created a friendly and pleasant atmosphere for conference participants.
NISPAcee would also like to thank the Local Government and Public Service Reform Initiative, affiliated with the Open Society Institute, Budapest, Hungary, which financially supported the meetings of several of the working groups and contributed to the success of the conference.
We would also like to extend our thanks to the programme coordinators of the conference sessions and working groups for their contributions to the high scientific and academic value of the entire event.
The conference was opened with welcoming and opening speeches presented by Gyorgy Jenei, NISPAcee President, Corvinus University of Budapest, Budapest, Hungary, Alexei Tikhomirov, on behalf of Haiyan Qian, Director, Division for Public Administration and Development Management, United Nations Department of Economic and Social Affairs, UN, New York, USA, Adrian Ionescu, LGI/OIS, Budapest, Hungary, Marga Pröhl, Director General, European Institute of Public Administration, Maastricht, The Netherlands, Allan Rosenbaum, President, International Association of Schools and Institutes of Administration, Brussels, Belgium, Jacek Czaputowicz, Director of the National School of PA, Warsaw, Poland. The conference continued with a panel of high-level Polish representatives of the government on the topic: Public Administration in Times of Crisis in Poland, moderated by Barbara Kudrycka, Minister of Science and Higher Education. The speakers were: Jacek Rostowski, Minister of Finance, Jerzy Miller, Minister of the Interior and Administration, and Slawomir Brodzinski, Head of the Civil Service. The speeches were followed by the presentation of the keynote speaker Wolfgang Drechsler, Department of Public Administration, Tallinn University of Technology, Tallinn, Estonia.
